The change comes as Meta and social media companies broadly have in recent years reversed course on content moderation due in part to the politicization of moderation decisions and programs. Republicans have long criticized Meta’s fact-checking system and fact-checking in general as unfair and favoring Democrats.

Zuckerberg said the 2024 U.S. elections felt like “a cultural tipping point towards, once again, prioritizing speech.”

The Community Notes model will allow users on Meta's social media sites Facebook, Instagram and Threads to call out posts that are potentially misleading and need more context, rather than placing the responsibility on independent fact checking organizations and experts.

Meta has established many guidelines regarding the type of content that can be posted on its platform. The company is now relaxing these guidelines and will concentrate on addressing illegal and high-severity violations.
